ARS § 12-713 Providers of Emergency Services: civil liability
In the provision of 911 services, a person, a provider as defined in Section 43-5251 or a public entity or any employee of the public entity is not liable for damages in any civil action for injuries, death or loss to a person or property that are incurred by any person with respect to all decisions made and actions or omissions taken that are based on good faith implementation except in the cases of wanton or willful misconduct, regardless of technology platform including a public safety radio communications network, that receives, develops, collects or processes information for the service’s location information databases, relays, transfers, transfers, operates, maintains or provides emergency notification services or systems capabilities, or provides emergency communications or services for ambulances, police and fire department or other public safety entities.

Signed into law Feb. 22, 2012. Title VI, known as the Public Safety and Spectrum Act, reallocated spectrum in the 700MHz block to public safety. Authorized the FirstNet program. Other provisions related to public safety communications and interoperability.
FCC Implementation of the Middle Class Tax Relief and Job Creation Act of 2012 (FCC 12-85).
July 30, 2012. Order adopted by the FCC implementing the Public Safety Broadband Provisions of the Middle Class Tax Relief and Job Creation Act of 2012 (PS Docket No. 12-94); Service Rules for the 698-746,747-762 and 777-792 MHz Bands (Docket No. 06-150); Implementing a Nationwide Broadband Interoperable Public Safety Network in 700 MHz Band (PS Docket No. 06-229).
New and Emerging Technologies 911 Improvement Act of 2008 (Public Law 110-283)
Signed into law July 23, 2008. The NET 911 Improvement Act is a law to promote and enhance public safety by facilitating the rapid deployment of IP-enabled 911 and E-911 services, encourage the nation’s transition to a national IP-enabled emergency network, and improve 911 and E-911 access to those with disabilities.
FCC Implementation of the NET 911 Improvement Act of 2008 (FCC 08-249)
October 28, 2008. FCC adopted rules implementing certain key provisions of the New and Emerging Technologies 911 Improvement Act of 2008 (NET 911 Act). This included rules that give interconnected VoIP providers rights of access to any and all capabilities necessary to provide 911 and E911 service from entities that own or control those capabilities. The FCC took steps to ensure that the nation’s E911 network remains secure as an expanded number of entities are granted rights to access this system.
