Federal Communications Commissions (FCC)
- The Federal Communications Commission (FCC) is reviewing the broadband process, including updates on the Emergency Broadband Benefit Program and the COVID-19 Telehealth Program.
- The FCC acting chair suggests rules for the Emergency Broadband Benefit Program, including providing discounts on internet service and devices.
- The Federal Communications Commission (FCC) announced event details regarding the Emergency Broadband Benefit Roundtable that will take place on February 12 at 10 a.m. ET.

- The Federal Communications Commissions (FCC) has announced that it will no longer be accepting applications for the COVID-19 telehealth program.
- On May 20, 2020 the FCC approved 43 additional COVID-19 telehealth program applications.
- On April 16,2020, the FCC released a public notice announcing additional charges and solicited additional nominations for the Disaster Response and Recovery Working Group of the Broadband Deployment advisory Committee.
- On April 10, 2020, the Public Safety and Homeland Security Bureau (PSHSB) of the Federal Communications Commission (FCC) provided guidance to public safety entities on requesting special temporary authority and waivers in response to COVID-19.
- The FCC announced important changes on March 18, 2020 to the Rural Health Care (RHC) and E-Rate programs that will make it easier for broadband providers to support telehealth and remote learning efforts during the coronavirus pandemic. Federal Motor Carrier Safety Administration (FMCSA)
On September 18, Federal Motor Carrier Safety Administration (FMCSA) updated the FAQs regarding state driver licensing agencies and commercial drivers regarding permissible actions due to COVID-19.
On September 18, FMCSA provided three waivers in response to COVID-19 emergency:
- Waiver for States, CDL holders, CLP holders, and interstate drivers.
- Three month waiver for States and CLP Holders operating commercial motor vehicles.
- Waiver for States concerning third party CDL skills test examiners.
On September 18, FMCSA published a notice of enforcement policy regarding expiring driver's licenses and medical examiner’s certificates during COVID-19 national emergency.
Department of Labor
- The Department of Labor posted guidance on Pandemic Emergency Unemployment Compensation, Emergency Unemployment Relief, Federal Pandemic Unemployment Compensation and Mixed Earners Unemployment Compensation.
- The Department of Labor (DOL) posted guidance regarding signatures on official guidance during the pandemic.
- On December 10, DOL released trading and employment notice on the public workcare system’s role in reopening state and local economies.
- Health and Safety Practices for Migrant and Seasonal Farmworkers and Agricultural employers during the Coronavirus Disease 2019 pandemic.
- Presidential Memorandum on authorizing the Other Needs Assistance Program for major Disaster Declarations related to COVID-19.
- On October 21, DOL Office of Inspector General issued states cite vulnerabilities in detecting fraud while complying the CARES Act unemployment program self-certification requirements.
- On September 16, DOL published revisions and clarifications to public health emergency leave under Title I of the Family and Medical Leave Act (FMLA) in response to an August court decision.
- The Department of Labor (DOL) is awarding $13.5 million in dislocated worker grants during the COVID-19 public health pandemic.

Homeland Security
The President has signed a memorandum to extend Title 32, which will increase Federal Emergency Management Agency (FEMA) Assistance.
On December 3, the Secretary of Homeland extended the Governor’s use of the National Guard to respond to COVID-19 and to recover the economy.

- The Federal Emergency Management Agency (FEMA) has approved the Lost Wages Assistance (LWA) grant in Puerto Rico.
- FEMA has announced a Notice of Funding Opportunity (NOFO) for the second round of funding towards the Firefighters Assistance grant. Applications are only being accepted from volunteer and combination fire departments and are due November 13, 2020.

- The Department of Homeland Security (DHS) has released a new COVID-19 response update, which includes efforts the department is taking to mitigate the effects of COVID-19 (July 6, 2020).
- On June 29, The Department of Homeland Security released their response to COVID-19, which included a list of efforts they are taking to try and mitigate the pandemic and push for economic recovery.
- The Department Homeland Security (DHS) provides an updated response regarding how to minimize the national impact of COVID-19.
- The issuance of foreign work visas have been suspended until the draft date of December 31, 2020.
- The Federal Emergency Management Agency (FEMA) releases a temporary policy regarding emergency non-congregate sheltering during the COVID-19 pandemic (June 17, 2020).
NAtional endowment of humanities
- The National Endowment for the Humanities (NEH) releases CARES Act grants that include grant opportunities for other humanities councils.
Small business Administration
- The Paycheck Protection Program (PPP) extension has been enacted, extending the program for two additional months until May 31, 2021.
- The Small Business Association (SBA) updated the Economic Injury Disaster Loan (EIDL) state data to reflect data through January 31, 2021.
- The Small Business Administration (SBA) and the Treasury have announced simplified Paycheck Protection Program (PPP) forgiveness for loans of $50,000 or less. An updated FAQ and related interim final rule was also included in the announcement.
- The Small Business Administration (SBA) has updated the Economic Injury Disaster Loan (EIDL) Report, which includes data per state as of August 24.
- SBA provides an interim final rule which contains Business Loan Program temporary changes and guidance on treatment of Owners and Forgiveness of Certain Non Payroll Costs.
- SBA updated the Paycheck Protection Program (PPP) general FAQs and loan forgiveness FAQs as of August 11.
- On July 4, the President extended the Paycheck Protection Program (PPP) through August 8.

U.s. Department of Transportation
- The Federal Transit Authority (FTA) announced portions of funding that will be provided through the American Rescue Plan (ARP), including $30.5 billion for transit programs.
- The Federal Motor Carrier Safety Administration (FMCSA) extended COVID-19 waivers through May 31, 2021 for commercial learner’s permit (CLP) holders operating commercial motor vehicles (CMV’s), third party commercial driver’s license (CDL) skills test examiners and holders of CDL’s and CLP’s.
- FMCSA updated the FAQ’s regarding eligible activities during the COVID-19 pandemic for state driver license agencies (SDLA) and CDL holders.

- The Federal Transit Authority (FTA) has announced $15.8 million in grant awards to 37 different projects nationwide to help improve the efficiency of transit agencies affected by COVID-19.
- Federal Transit Administration (FTA) announces additional administrative relief for transit agencies during COVID-19 including the latest action available under the FAQs on FTA’s website. FTA also issued notice of enforcement discretion for PTA SP regulations through July 20, 2021, and PTSC TP regulations through August 20, 2022.
- On December 1, the Federal Motor Carrier Safety Administration (FMCSA) announced extension and expansion of the modified emergency declaration No.2020-002 under 49 CFR § 390.25.

- The Federal Aviation Administration (FAA) has announced more than $1.2 billion in infrastructure grants to improve America’s airport safety.
- The Federal Highway Administration (FHWA) issues clarification on special permits expiration. The guidance provides clarification stating that in the event of a presidentially declared emergency, special permits are allowed to be issued through September 3O.
- The Department of Transportation, in conjunction with Homeland Security and Health and Human Services, has released a framework for airlines and airports to follow to mitigate Public Health Risks of the Coronavirus Pandemic.
- The Federal Transit Authority (FTA) has provided guidance for the implementation of the CARES Act allocations for fiscal year 2020.
- On June 18, 2020 the Federal Transit Administration (FTA) released updated FAQ’s on COVID-19.
- The Federal Motor Carrier Safety Administration (FMCSA) releases waiver for third party CDL skills test due to COVID-19 pandemic. The waiver is valid July 1, 2020- September 30, 2020.The Federal Transit Authority (FTA) releases FAQ’s regarding COVID-19 impact on FTA requirements in addition to CDC’s suggestions to further prepare grantees for COVID-19.
- Federal Motor Carrier Safety Administration (FMCSA), within the Department of Transportation (DOT) Grants Waiver in Response to COVID-19, effective from July 1 through September 30, 2020.
Treasury
- Treasury revised the FAQ’s on March 26,2021 for the Emergency Rental Assistance Program.
- Treasury OIG updated the Coronavirus Relief Fund (CRF) prime recipient desk review procedures to reflect the extension of the covered period for CRF from March 1, 2020- December 30, 2021.

- The Federal Reserve has updated the Municipal Liquidity Facility (MLF) data, including a transaction-specific spreadsheet. FAQ’s for MLF were also updated.
- The Treasury has posted CRF reporting materials including training materials, a guide for reviewing and monitoring recipient quarterly submissions and a recipient reporting data dictionary.
- New guidance regarding the Coronavirus Relief Fund has been issued, with new sections regarding the use of funds to cover employee payroll and benefits, as well as administrative costs. Additional questions were also included in the updated FAQ document.

- The Office of Inspector General (OIG) has released guidance regarding Coronavirus Relief Fund (CRF) record-keeping and reporting requirements. The guidance instructs find recipients to record and report data in a portal moving forward.
- A revised borrower application form for the Paycheck Protection Program has been released by the Treasury, along with a new lender application form.
- Federal and State bank regulators have released guidance regarding COVID-19, to ensure that these banking institutes remain consistent amidst the effects of COVID-19.
- Treasury, along with the Small Business Association (SBA) update the application for the Paycheck Protection Program (PPP), making it more “borrower-friendly”.
- Treasury provides revisions to the formula in which Tribal Governments receive Coronavirus Relief Funds. While information regarding the Tribal Governments’ employment and expenditure data was originally requested on May 5, 2020, the June 17th update also requires additional information.

- On April 13, 2020, the Institute of Museum and Library Services announced measures to award the first $30 million of $50 million appropriated to the agency in the CARES

- On October 14, Economic Development Administration (EDA) posts FY2020 SPRINT challenge funding opportunity with eligibility and additional information.
- EDA announced that the CARES Act recovery assistance funding is now available (May 8 ,2020).

- The U.S. Department of Veteran Affairs is launching a pilot to deliver COVID-19 vaccines to rural veterans.
- The SAVE LIVES Act will soon allow Virginia to provide COVID-19 vaccines to all veterans, their spouses and potential caregivers.
