Housing and Urban Development (HUD)
HUD recently published guidance on the HUD COVID-19 information page for allowable costs for the following grants programs during COVID-19 pandemic:
- On March 26, 2021 HUD updated the FY 2020 home match reductions to include reductions granted to the Home Investments Partnerships Program due to COVID.
- HUD will be collecting information for CARES Act quarterly reporting from Community Development and Planning grantees who received funds over the amount of $150,000.
- Onn March 24,2021 HUD updated the COVID-19 FAQ’s for public housing agencies.
- On March 23,2021 HUD Office of Inspector General (OIG) released challenges experienced by Community Development Block Grant Disaster (CDBG-DR) and Recovery grantees during the COVID-19 public health emergency.
- The U.S. Department of Housing and Urban Development (HUD) has provided further explanation and clarification regarding reporting requirements for public housing programs.
- On November 12, The Office of Public and Indian Housing, HUD expedited the process for the review of requests for relief from HUD regulatory and/or administrative requirements for Public Housing Agencies.
- HUD announced an Emergency Solutions Grant Program (ESG-CV) reporting guidance.
- On October 20, HUD approved the COVID-19 Home Equity Conversion Mortgage (HECM) extension.
- The Department of Housing and Urban Development (HUD) has posted new CARES Act resources, including the program page for the Community Development Block Grant (CDBG) and the reporting requirement training materials for the Emergency Solutions Grant (ESG).
- Housing and Urban Development (HUD) postes a fact sheet of the waivers and alternative requirements for the CARES Act ESG program that was provided earlier this month.
- HUD provides additional waivers for Community Planning and Development (CPD) Grant programs to prevent the spread of COVID-19 and Mitigate economic impacts.
- On September 14, HUD provided an extension of Period of Availability for CARES Act Supplemental Public Housing and Housing Choice Voucher Fund, Guidance on CARES Financial Reporting Requirements, and Other CARES provisions.
- On September 11, Department of Housing and Urban Development (HUD) announced CARES Act Community Development Block Grant (CDBG) awards. See the allocation methodology here.
- The Department of Housing and Urban Development (HUD) has posted requirements for the CARES Act Waivers for the Emergency Solutions Grants (ESG) and the Mainstream Voucher Program.
- HUD is implementing additional CARES Act rental assistance through the provision of $10 million in housing assistance to be paid to public housing agencies under the Section 8 Moderate Rehabilitation Program.
- HUD has provided a total of $100 million of CARES Act funding to Native American tribes to support coronavirus recovery. The state allocations can be found here.
- The Federal Housing Administration (FHA) has extended the Foreclosure and Eviction Moratorium to December 31.
- On August 18, Department of Housing and Urban Development updated FAQs for Community Development Block Grant Disaster recovery (CDBG-DR) funds. The FAQs addressed waivers, alternative requirements and extensions of CDBG-DR.
- The U.S. Department of Housing and Urban Development (HUD) has provided $472 million towards tenant-based housing to ensure that rental properties can continue to house tenants in the midst of the public health emergency.
- HUD has released guidance regarding extensions to the flexibilities available for FY 2019-2020 Community Development Block Grants.
- HUD has provided expedited grant agreements for the COVID-19 Continuum of Care grant.
- HUD posts the second round of Housing Choice Voucher (HCV) program CARES Act payments. There are two new released notices. The first notice provides the applications process for the remaining $470 million. Another notice provides the application process for additional $400 million.
- HUD announced the Community Development Block Grant (CDBG) resources with a summary of eligible CDBG spending categories and a summary of CARES Act programs for Prevent Duplication of Benefits (DOB).
- On July 24, HUD updated the FAQs on CDBG-Disaster Recovery (CDBG-DR) COVID-19 which extended the deadline for financial reporting requirements.
- The Department of Housing and Urban and Development (HUD) released ESG homelessness prevention eligibility criteria during eviction moratoria.
- The Office of Public and Indian Housing provides guidance regarding COVID-19 resources, including a COVID-19 toolkit.
- The Office of Public and Indian Housing has further expanded flexibility within the CARES Act by issuing a second waiver for the Public Housing and Housing Choice Voucher (HCV) programs.
- The Department of Housing and Urban Development (HUD) releases guidance regarding federal funding for non-congregate shelter during COVID-19. The document focuses on the FEMA Emergency Declaration, HUD Emergency Solutions Grant and the HUD Community Development Block Grant.
- Newly released FAQs document provides questions and answers on Section 108 Debt Relief, describing actions that can be taken by HUD and communities to assist business borrowers experiencing economic distress as a result of coronavirus.

- On October 26, HOPWA program announced it will exclude the $400 per week unemployment benefit from the income calculation for participants.
- Department of Housing and Urban Development (HUD) Publishes FAQs (June 2, 2020) for Housing Opportunities for Persons with AIDS (HOPWA). The FAQs include CARES Act Moratorium on Evictions and its Effect on the HOPWA Program FAQs.
