Updated Coronavirus Relief Fund (CRF) Guidance for State, Territorial, Locals and Tribal Governments released on June 30, 2020. Clarifies previous guidance and addresses
Office of Management and Budget (OMB) Release M-20-26, to extend two flexibilities to provide administrative relief for recipients of Federal financial assistance directly impacted by COVID-19. The Memorandum also overrule M-20-17 and M-20-20 (M-20-11 expires on July 26,2020)
Paycheck Protection Program (PPP) Flexibility Act Signed by the President on June 5, 2020. Includes modified provisions related to the forgiveness of loans made to small businesses under the Paycheck Protection Program implemented in response to COVID-19.
OMB issued M-20-23 Aligning Federal Agency Operations with the National Guidelines for Opening Up America Again (April 20, 2020).
OMB released M-20-22, Preserving the Resilience of the Federal Contracting Base in the Fight Against the Coronavirus Disease 2019 (COVID-19) (April 17, 2020).
OMB released M-20-21, Implementation Guidance for Supplemental Funding Provided in Response to the Coronavirus Disease 2019 (COVID-19).
OMB is committed to providing user friendly means to agencies and recipients to fulfill the reporting requirements in sections 15010 and 15011 of the CARES Act, and to leveraging existing technology to do so. This Memorandum directs agencies to leverage and continue to employ existing financial transparency and accountability mechanisms wherever possible.
OMB: Repurposing Existing Federal Financial Assistance Programs and Awards to Support the Emergency Response to the Novel Coronavirus (COVID-19)
OMB issued a third memorandum, OMB M-20-20 (in accordance with the authority in 2 CFR § 200.102(a), Exceptions), to provide a class exception that allows Federal awarding agencies to repurpose their Federal assistance awards (in whole or part) to support the COVID-19 response, as consistent with applicable laws. This exception includes the donation of medical equipment and supplies purchased with Federal funds and repurposing of funds to COVID-19 related activities.
OMB Allows Flexibility with SAM Registration and Validation
In response to OMB Memos M-20-11 and M-20-17 (see below), Grants.gov has relaxed the requirement for an active System for Award Management (SAM) registration at the time of application. OMB issued a memorandum on March 19, 2020, M-20-17, Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to Loss of Operations. This memorandum provides similar administrative relief offered in M-20-11 to an expanded scope of recipients affected by the loss of operational capacity and increased costs due to the COVID-19 emergency. Recipients should direct questions on how these memos impact individual Federal awards to the appropriate Federal awarding agency.
